What happened to Clear Creek Lending

Clear Creek Lending was part of the Otoe-Missouria Tribe of Indians' lending program in Oklahoma, alongside Great Plains Lending and American Web Loan. In 2014 the Connecticut Department of Banking issued a cease-and-desist and a $100,000 penalty against Clear Creek over loans at rates alleged to far exceed the state's cap. In a 2021 decision, the Connecticut Supreme Court found that Great Plains qualified as an arm of the tribe but held that the same arm-of-the-tribe status was not established for Clear Creek on the record, and remanded. Clear Creek's public lending footprint has since largely disappeared.
